Ukraine’s agricultural sector has long been a cornerstone of its economy and a key player in both European and global markets, where Ukrainian grain and other agricultural products are essential. However, the war has severely disrupted its ability to produce, process, and export agricultural goods. Restoring and modernizing the sector is not only vital for Ukraine’s economic recovery but also crucial for stabilizing global food markets, particularly in Europe, and ensuring food security worldwide. Rebuilding Ukraine’s agricultural sector is not just a national priority but a global imperative. Safe access to farmland, financial and technological support, infrastructure restoration, and the reinforcement of Ukraine’s role in global food security are all critical to a successful recovery. This Task Force will focus on five key areas essential to Ukraine’s agricultural reconstruction: securing safe and fertile land for production, improving access to finance, unlocking access to technology, rebuilding critical infrastructure, and strengthening Ukraine’s role in global food security. Bringing together key stakeholders from Ukraine, the EU, G7 countries, and the international community, the Task Force will facilitate discussions on these thematic areas. Through these dedicated discussions, the initiative will aim to identify challenges, explore innovative approaches, and develop actionable strategies for a resilient and sustainable recovery of Ukraine’s agricultural sector.
The Task Force will conclude with the production of a comprehensive report that synthesizes the comments and feedback gathered throughout the thematic meetings. The results of the discussions aim to be presented at the Ukraine Reconstruction Conference, CEPS Ideas Lab and the other international events on the Ukraine’s Reconstruction, the future of agriculture and sustainable farming.
Participation

The participants will include:

  • Stakeholders from the agricultural sector in Ukraine, including farmers.
  • Representatives of international companies currently operating, or interested in start activities
    and investing in the country.
  • International financial institutions and multilateral lenders.
  • Policymakers from EU institutions.
  • Representatives of EU Member States, as well as the country representatives from the G7 and
    globally.
  • Experts and civil society representatives working on the topic.
