Giovanni Faleg, CEPS Associate Research Fellow and consultant at the World Bank, has co-authored an article in The American Interest, 19 September 2014. In examining the EU’s Neighbourhood Policy, he finds that the EU must first come to terms with its past policy failures, if it is to meet the mounting foreign policy challenges on its southern and eastern peripheries.
